Pro-Israel political action
committees (PACs), already
stretched thin by the record
turnover in 1994, face an even
bigger problem in 1996.
"The large number of open
races is a real challenge," said
an official with one pro-Israel
PAC. "It means that in many
cases, we have to cover both
sides; we have to give to more
candidates, and that's a real
strain on our resources."
And the big turnover is a
problem for pro-Israel lobbyists,
who face a Congress that in-
creasingly lacks experience in
Middle East policy.

ep. Kweisi Mfume, D-Md.,
who is leaving Congress to
head the troubled Nation-
al Association for the Ad-
vancement of Colored People
(NAACP), was one of the hon-
orees at the Martin Luther King
commemoration at the Israeli
embassy in Washington.
Every year, the embassy,
along with the Religious Action
Center of Reform Judaism, pre-
sents a civil rights leadership
award at the King ceremony.
This year, Mr. Mfume seemed
like a natural choice, according
to Rabbi David Saperstein, di-
rector of the Reform group.
"He has emerged as a major
figure in the civil rights commu-
nity," he said. "And he has a long
history of close relations with

Baltimore's Jewish community;
he has already made it clear that
black-Jewish relations, and
NAACP's long tradition of coali-
tion building, will be priorities in
his new position."
Sharing the honors was Peter
Edelman, a longtime civil rights
lawyer, peace activist and now
the assistant secretary for plan-
ning and evaluation at the De-
partment of Health and Human
Services.
"He has been a towering fig-
ure in terms of social justice con-
cerns," Rabbi Saperstein said.
"And he's been a very visible Jew-
ish presence inside government
and legal circles who has made
major contributions to values
that are at the core of the Jewish
tradition."

The American Israel Public
Affairs Committee (AIPAC) con-
tinues to work with its grassroots
network around the country to
build contacts with the political
aspirants, said outgoing presi-
dent Steve Grossman.
"It's a challenge we've suc-
cessfully met in the past," he
said.
"Half of the Congress has
been elected since 1990, but bi-
partisan support [for Israel] was
never stronger than during
1995. That demonstrates to us
that our education and recruit-
ment efforts are working."
But pro-Israel lobbyists rep-
resenting a number of groups
worry that with so many strong
pro-Israel voices leaving Wash-
ington, Congress is losing its in-
stitutional memory about the
U.S.-Israel relationship.

Israeli Stabbed
Near Bethlehem

Jerusalem (JTA) — Israel closed
off Bethlehem after an Israeli
was moderately wounded in a
shooting attack on the outskirts
- of the city, now a Palestinian
self-rule enclave.
The wounded man, a religious
Jew, reportedly was shot and
wounded in a ceramics shop
near Rachel's Tomb in an area
patrolled by Palestinian police.
He was taken to a hospital in
Jerusalem, where he underwent
surgery.

The Israeli army declared
Bethlehem, which was handed
over to the Palestiniang on Dec.
21, a closed military zone.
"The entry of Israeli citizens
is forbidden for security rea-
sons," an army spokeswoman
said.
An Arab bystander said:
"They have just reoccupied Beth-
lehem."
Palestinian police also were
conducting a search.
