When she moved to Detroit 20
years ago with her second hus-
band, "I started my career as a
volunteer," said Ms. Goosen.
While working with organi-
zations such at the National
Council for Jewish Women, Ms.
Goosen saw a need for restruc-
turing to accommodate the
changing face of the volunteer
workforce.
`The first thing that needed to
be addressed was to bring to-
gether the different groups of
professional women and profes-
sional volunteers," she said. Ms.
Goosen helped to implement
NCJW's Business and Profes-
sional Group.
She later returned to New
York for two years, where she -
was development director for
Hadassah's Westchester Coun-
ty chapter and director of the
New York Region for B'nai Brith
Women. Until a couple of years
ago, she was executive director
of the Variety Club in Southfield.
Ms. Loosen said she is already
working on a second product for
the Alzheimer's Association. She
also plans to add some new
names to her client list in the
new year.
Not-for-profit is not a big mon-
ey-maker for a consultant, but
Ms. Goosen said she has an ul-
terior motive for her focus.
"I feel like I'm doing some-
thing, giving back to the com-
munity. It makes me feel good
about me."

Railways Get
Large Investment

Jerusalem (JPFS) — The Min-
istry of Transport and the Ports
and Railways Authority will in-
vest in the development of rail-
way infrastructure and the
purchase of new passenger
coaches and equipment this
year.
Transport Minister Yisrael
Kessar said that by the end of
1996, the amount of tracks be-
tween Tel Aviv and Haifa and
between Tel Aviv and Lod will
be doubled. This, in turn, will
lead to further development of
railways in the South.
A "revolution" has occurred in
the government's attitude to-
ward railway development dur-
ing the last few years, Mr.
Kessar said. In 1996, the gov-
ernment will for the first time
subsidize railways at the same
level as the Dan and Egged co-
operatives (bus services).
In 1995, the authority spent
tens of millions of shekels to pur-
chase 40 passenger coaches and
150 freight cars, Mr. Kessar
added. By mid-February, Tel
Aviv's Hashalom station will be
opened, and the construction of
five more stations will begin in
the Haifa area.
