big gaps between the two coun-
tries over what kind of peace Syr-
ia might offer, and the timing
and depth of an Israeli with-
drawal from the Golan Heights.
"These are not really negotia-
tions," said a source close to the
talks. The real achievement was
the fact that Israel now feels it
has a genuine partner for nego-
tiations. What remains to be
seen is if Syria is a real partner
for peace."
The second session on Mary-
land's Eastern Shore was ex-
pected to focus on Secretary of
State Warren Christopher's Jan-
uary 10 trip to the region.
Mr. Christopher, who was not
present at the Wye Plantation
sessions, will try to build on the
negotiations in this country by
devising some format for higher-
level talks between the two coun-
tries.
And Defense Secretary
William Perry is heading to the
Middle East again; on his agen-
da will be U.S. security assis-
tance that might accompany a
Syrian-Israeli deal.
MEPFA Gets
An Extension
When the Senate popped into
session to examine solutions to
the ongoing budget crisis, it qui-
etly approved another extension
of the law allowing American aid
to the Palestinian Authority and
official contact with Yassir Arafat
and his organization.
But full renewal of the Middle
East Peace Facilitation Act re-
mains in limbo because of the on-
going dispute over the foreign
operations bill.
That measure, which also in-
cludes Israel's $3 billion aid pack-
age and numerous smaller
programs that benefit the
Jerusalem government, has been
caught in the crossfire over abor-
tion. The holdup has already cost
. Israel millions of dollars in in-
terest. ❑
