amiha Khalil, the '72-year-
old Muslim widow who is
running against Yassir
Arafat in next month's
Palestinian leadership election,
has always been a woman who
gets things done.
As a restlessly nationalist pres-
ident of the General Federation
of Palestinian Women, she con-
stantly fell afoul of the Israeli oc-
cupation authorities. She was
arrested six times, but never put
on trial. Three of her five children
served terms in Israeli prisons.
One son was deported to Jordan
after completing a seven-year
sentence.
Mrs. Khalil was born on the
West Bank, but her husband's ca-
reer as a secondary-school prin-
cipal found her in Al Majdal, now
the Israeli town of Ashkelon,
when the 1948 Arab-Israeli war
broke out. The couple fled down
the Mediterranean coast into the
Gaza Strip, where they lived as
refugees until 1952.
Four years in the camps was
long enough. The Khalils paid a
Gaza fisherman to sail them 200
miles north to Beirut, and from
there they made it over land back
to the West Bank, then under

Jordanian rule. Mrs Khalifs hus-
band died in 1982.
She founded a women's wel-
fare society in Al Bin h, north of
Jerusalem, in 1965. "We start-
ed in a garage," she recalled. "We
said, 'Let's do something; let's
take from the rich and give to the
poor; let's help the children who
are hungry."
Beginning with one sewing
machine, eight refugee girls, and
a loan of about 150 dollars from
the local mayor, the society ex-
panded so that it now has a staff
of 212, teaching vocations to 300
girls and helping 3,000 families.
Nearly 6,000 women earn a liv-
ing making embroidery; 136
homeless girls have been housed.
They call her "Um Khalil"
("Mother Khalil").
The society runs kindergartens
and a library with 10,000 books.
Mrs. Khalil, still in command,
has opened 20 centres in West
Bank villages to train women and
raise their living standards.
She also found time to write
traditional "zajar poetry on the
Palestinians' plight. In 1989 she
set out her political views in
"From the Intifada to the State".
She serves as president of 55 wel-
