dented scale.
Mr. Gingrich's ambivalence
has also been evident in the de-
bate over the faltering anti-ter-
rorism bill, a top priority of
\ D Jewish groups like the Anti-
Defamation League and the
Conference of Presidents of Ma-
jor American Jewish Organiza-
tions.
When he appeared before
a group of activists assembled
by the National Jewish Com-
munity Relations Advisory
Council (NJCRAC) last month,
Mr. Gingrich impressed his au-
dience with an eloquent and dis-
turbing warning about the
growing threat of international
\ terrorism, and about the need
\ for the civilized nations of the
' world to do more to combat well-
armed, increasingly desperate
fanatics.
But a group of GOP ultra-con-
servatives, working closely with
the gun lobby, have held up the
omnibus anti-terrorism bill
) passed by the Senate last year
and supported by the adminis-
tration.

Their excuse is that any effort
to curb domestic terrorist groups
and paramilitary militias might
rob their gun-fancying con-
stituents of the right to stockpile
weapons. And provisions aimed
at foreign terrorist groups, they
fret, will just increase-the pow-
er of the hated federal govern-
ment.
A Republican compromise
proposal that drastically scaled
back the provisions aimed at
domestic terrorists wasn't
enough for the far-right GOP
legislators, who clearly believe
that a conspiratorial, evil feder-
al government is a much worse
OP- menace than armed-to-the-teeth
militias and their kissing cousins
in anti-Semitic, racist hate
groups.
Mr. Gingrich, for all his talk
about the rising tide of terrorism
around the world, has refused
to use his new prestige and pow-
er to push the House past this
01 barrier erected by its most ex-
treme elements.
Or he has lost the ability to in-
fluence his Republican troops —
in some ways, a scarier prospect
in a congressional session that
seems to be careening out of con-
trol.
Either way, the resulting lack
of leadership threatens to wreck
an important legislative initia-
tive against a wall of far-out ob-
structionism. ❑
