Mr. Arafat responded by
telling the ADL delegates that
the killing was a Libyan opera-
tion committed "under the PLO
flag" to embarrass his organiza-
tion and that he had condemned
it at the time.
Mr. Arafat made no pledge to
prosecute Mr. Abbas, but invit-
ed Mr.Elinghoffer's daughters
to pay him a visit, which they de-
clined, according to a spokesman
for the ADL delegation.
The ADL's arrival in the Sau-
di capital marked the organiza-
tion's first visit, but it followed
similar trips in recent years by
representatives of such groups
as the American Jewish Com-
mittee and American Jewish
Congress.
It also followed an unprece-
dented appearance last month
in New York by Saudi Foreign
Minister Saud al-Faisal before
the Conference of Presidents of
Major American Jewish Orga-
nizations during which he urged
American Jews to demonstrate
more support for the Israeli gov-
ernment's peacemaking efforts.
He also told the conference
that his country would be ready
to normalize ties with Israel as
soon as there is a comprehensive
peace in the region.

JDC 'Shifts'
Aid To Rwanda

New York (JTA) — Rwandans
are "gearing" up for their
Chanukah gift from the Ameri-
can Jewish Joint Distribution
Committee.
For the upcoming holiday, the
JDC is sending 1,000 bicycles to
Rwanda so that providers of bad-
ly needed services, such as social
workers and nurses, can better
reach people in need, the JDC
said.
The JDC has been providing
extensive assistance to Rwan-
dans for more than a year.
More than 500,000 people
were killed in Rwanda in the
months of brutal violence that
erupted in April 1994. The gov-
ernment is dealing with a mas-
sive refugee population.
Dr. Ruth Westheimer will
launch the project at a special
Chanukah celebration Dec. 11 at
the Mission of Rwanda to the
United Nations in New York.
The JDC will present the first
bicycle to Manzi Bakuramutsa,
the Rwandan ambassador to the
United Nations, who will then
test ride it.
Jewish and Episcopal school-
children interested in Rwanda
also will attend the ceremony.
In addition, bicycle coopera-
tives will be established in Rwan-
da so that people will be able to
use this means of transportation
for
such tasks as purchasing
