resentment over foreign entan-
glements.
Opponents of Golan peace-
keeping forces may be able to gen-
erate interest and support when
a Syrian-Israeli agreement is still
in the realm of speculation.
But if Prime Minister Peres
and Syrian President Hafez As-
sad, with American help, do sign
an agreement that calls for an
American military role, it is high-
ly unlikely that responsible lead-
ers of either party will turn a blind
eye to that request.
As the anemic Bosnia debate
showed, early anti-intervention
rhetoric counts for little when leg-
islators are staring at a real peace
agreement — and at the terrible
alternatives to taking the risks re-
quired by that agreement.
But there is a joker in the deck:
If Bosnia proves to be a disaster
— if there are significant numbers
of Americans killed, and if the mis-
sion is perceived as a waste of
American lives — it could make
it significantly harder the next
time American troops are re-
quested for peacekeeping duties.
That will give opponents of a
Golan deal a chance to highlight
the similarities between Bosnia
and the Middle East, a comparison
that could make the job of Israeli
an Syrian negotiators that much
harder when talks resume.

Mauritania
Establishes Links

Barcelona, Spain (JTA) — Israel
and the West African nation of
Mauritania have signed a mutu-
al recognition agreement, mark-
ing a first step toward the
establishment of 'diplomatic ties.
Under the agreement, Israel
and Mauritania, a member of the
Arab League, will set up interest
sections in the Spanish embassies
located in both countries.
The agreement was signed dur-
ing the course of a two-day meet-
ing at which the foreign ministers
from 11 Mediterranean countries,
including Israel, met with their
counterparts from the 15-mem-
ber European Union.
Palestine Liberation Organi-
zation leader Yassir Arafat also
attended the conference, where
he was reportedly treated as a
head of state. Libya was the only
Mediterranean state not invited
to the conference. - •
The two-day session, which fo-
cused on political and economic is-
sues, concluded with the issuing
of a joint declaration calling for
further political dialogue among
all the states, increased E.U. as-
sistance to its Mediterranean
neighbors and cooperation to con-
trol illegal emigration, crime and
drugs.
