The measure, which cleared the House last week by a 421-0 vote, requires all lobbyists to reg- ister with the government and disclose information about their employers and their fees. The legislation will primarily affect groups that include lobby- ing among their other activities — including a long list of Jewish groups. "As far as I can see, the disclo- sure requirements don't seem more onerous than current law," said Richard Foltin, legislative director of the American Jewish Committee. Foltin, unlike many of his colleagues in multi-issue Jewish groups, is already regis- tered as a lobbyist. "And this law should clarify some of the ambi- guity in current law about the de- finition of exactly who is a lobbyist." Groups like the American Is- rael Public Affairs Committee (AIPAC), which emphasize lob- bying above all other activities, are already subject to reporting requirements. The House rejected a number of amendments that threatened to stall the legislation, including a controversial proposal by Rep. Ernest Jim Istook, R-Okla., that would bar federal funding to groups that include Capitol Hill advocacy among their activities. That proposal would have a major impact on groups like the Council of Jewish Federations, which use federal money for a va- riety of social service programs — but also maintain political ad- vocacy operations in Washington and in state capitals. But the Istook amendment is far from dead. "There are tremendous pres- sures driving this proposal," said Diana Aviv, Washington direc- tor for CJ F. "There are people in the congressional leadership who still regard this as a top priority. So it would be a major mistake to assume that we've heard the last from Istook."
