am not optimistic," says Bas-
sam cEid about the new Pales-
tinian national entity. Mr. Eid
has dedicated the last seven
years of his life to exposing the
cruelties of an oppressive Israeli
regime. Now peace has brought
a new, more insidious challenge
to the human rights of Mr. `Eid's
fellow Palestinians. Though his
life may be threatened, Mr. `Eid
will not shrink from that chal-
lenge.
A warm, open-faced man, Bas-
sam `Eid works as an investiga-
tor for an Israeli human rights
organization called B'Tselem.
(The name comes from the bibli-
cal phrase B'Tselem elohim'
which means 'in the image of
God,' and refers to God's plan for
the creation of man.) His office is
a 5 x 6 cubby hole overlooking a
public swimming pool in a quiet,
residential neighborhood in West
Jerusalem.
In a quiet way, Mr. `Eid takes
great pride in how far he has
come from humble origins. Mr.
`Eid was born in the Old City in
Jerusalem. His father was a cob-
bler with a small shop on the Car-
do Maximus — the ancient
Roman way at the heart of the
Old City. When he was 8, Bas-
sam `Eid's family moved to the
Shuafat refugee camp in east
Jerusalem, where Mr. `Eid has
lived ever since. He learned He-
brew while working in restau-
rants in Jerusalem.
As a young man, Mr. `Eid dis-
covered how important informa-
tion could be in protecting his
people's rights. Disturbed by the
activities of the Israeli police in
Shuafat, Mr. `Eid began calling
Israeli newspapers. He found
that he was able to alert the Is-
raeli press about incidents that
would have otherwise gone un-
reported. Mr. cEid became friend-
ly with an Israeli reporter who
covered the occupied territories.
The reporter began using Mr.
`Eid to collect information. After
six months, the paper, Kol Ha'ir,
asked Mr. `Eid to become a staff
writer. He worked for three years
as a reporter, building a broad
network of friends throughout
the occupied territories.
When a group of Parliament
members, lawyers and academi-
cians founded B'Tselem in 1989,
Mr. `Eid seemed an ideal staff
member. They needed someone
who could gain the trust of Pales-
tinians while representing an Is-
raeli organization. For the last
six years, Mr. `Eid and the oth-
er investigators at B'Tselem have
made it their mission to expose

the indignities of the Israeli oc-
cupation to the Israeli public. "We
don't want Israelis to say later
that they had no idea," says Mr.
`Eid. Rather than focusing on in-
dividual cases, B'Tselem gathers
information on general policies
that sew bitterness without en-
hancing security.
For most of Israel's history the
Shin Bet (secret police) acted in
secrecy without any official reg-
ulations. In the mid-80s, howev-
er, several incidents made it clear
to the public that the Shin Bet co-
erced confessions from suspects
and — in one case — covered up
the summary executions of two
apprehended terrorists. The gov-
ernment convened the Landau
Commission to investigate the
Shin Bet and recommend guide-
lines.
While international laws clear-
ly forbid all forms of physical tor-
ture, the Landau Commission
Report calls for "limited physical
pressure" when emergency cir-
cumstances demand haste. Ac-
cording to the founders of
B'Tselem, Landau simply legit-
imized what had already been
going on. Emergency circum-
stances, explains Mr. `Eid, in-
clude any circumstances when
terrorism is potentially involved.
The Shin Bet invokes Landau,
for instance, to justify the routine
use of "shaking," though this par-
ticular technique is known to
cause internal bleeding, brain
damage and — in at least one
case — death.
Torture is not the only Israeli
policy that concerns B'Tselem. In
hundreds of cases since the start
of the intifada, when a young
Palestinian commits an act of ter-
rorism, the Israeli army has re-
taliated by blowing up the young
man's home. Mr. `Eid wants Is-
raelis to know that the house be-
longed not only to the young man,
but also to his brothers and sis-
ters and aunts and uncles and
grandmothers.
While reports of torture and
killing tend to elicit a greater pub-
lic outcry, Mr. `Eid believes that
random, punitive measures and
collective punishments do at least
as much to create hatred and ce-
ment animosities. He under-
stands the need to keep night
time curfews around Arab vil-
lages, but why. enforce curfews
within the villages? What ad-
vantage did Israel gain by keep-
ing every Palestinian in Gaza
locked indoors from dusk to
dawn?
When I ask Mr. Tid to de-
scribe his most troubling case, his
