Peres Talks Tough
To The PLO

Jerusalem (JTA) — Sounding
his toughest message on peace
since being sworn in as prime
minister, Shimon Peres warned
that the process would be halt-
ed if the Palestinian leadership
did not abolish the portions of
the Palestinian Covenant that
call for the destruction of Israel.
Mr. Peres, who has recently
been wooing thesupport of right-
wing religious parties, adopted
the stance Monday at an ap-
pearance before the Knesset's
Foreign Affairs and Defense
Committee.
The warning came as 25
Palestinian police officers ar-
rived in Tulkarm, the second
West Bank town to be trans-
ferred to the Palestinians under
the terms of the recently signed
agreement for extending Pales-
tinian autonomy in the West
Bank.
Mr. Peres told the committee
that Israel would keep all its
commitments in the Interim
Agreement, but that the Pales-
tinians had to keep theirs as
well.
Under the terms of that
agreement, signed Sept. 28 in
Washington, the Palestinians
promised to amend the perti-
nent clauses in the covenant
within two months after the in-
auguration of the Palestinian
Council.
Elections for the council are
scheduled for late January.
Prior to Sept. 28, Mr. Arafat
had pledged on more than one
occasion to revoke the offending
clauses in the Palestinian
Covenant, which spells out the
Palestine Liberation Organiza-
tion's political agenda.

PLO leader Yassir Arafat
"has to change those items in
the Palestinian Covenant that
call for the destruction of Israel,"
Peres told reporters after ad-
dressing the committee.
"This is part and parcel of the
agreement. If they will not re-
spect it, there will not be a con-
tinuation of the agreement."
Mr. Peres did not mention a
deadline for his demand. He
added that. negotiations for a
permanent-status agreement
with the Palestinians would be-
gin as scheduled in May.
Mr. Peres also said that for-
mer U.S. President Jimmy
Carter and former British Prime
Minister Margaret Thatcher
would lead the 1,000-member
international observer team
that will monitor the Palestin-
ian elections.
In Tulkarm, meanwhile, the
main body of the Palestinian po-
lice is scheduled to arrive in De-
cember, after the Israeli troop
withdrawal from the town is
completed.
Israel Radio reported that Is-
raeli police moved their head-
quarters out of both Tulkarm
and the West Bank town of
Kalkilya to a nearby army base
in Kaddum.
Until the Israeli withdrawal
is completed, Israeli police will
continue to patrol the area.
At the same time, 15 Pales-
tinian liaison officers moved into
a district coordinating office
near Nablus, the largest of the
Palestinian population centers
in the West Bank from which
the Israelis are scheduled to
withdraw by the end of the year.

New York (JTA) — In his
Christmas message, a top leader
of the Episcopal Church in the
United States opened with the
lyrics to the "Song of Peace,"
which Prime Minister Yitzhak
Rabin sang shortly before he
was assassinated Nov. 4.
The Rt. Rev. Edmond Brown-
ing, the presiding bishop and
primate of the Episcopal
Church, began his message:
"Lift your eyes with hope not
through the rifle sights; sing a
song for love and not for war."

His message continued:
"These words are from the song
for peace that Yitzhak Rabin
sang just before his earthly pil-
grimage was ended by the bul-
let of an assassin."
Calling for "peace and hope
and love of Christ," he said:
"This prime minister of Israel
who had come to know that
peace is the only answer sang of
shalom, of hope and of love, and
challenged the powers of dark-
ness."
