his health-care and welfare-re-
form legislation, Mr. Gingrich
outlined his general theme of
changing or cutting programs
that don't work and enabling the
states to spend federal grants
with few stipulations.
Tossing out a hint of things to
come, he said that next year's
agenda would include turning "all
unemployment compensation
into job training."
On the Israel-Palestinian
peace talks, Mr. Gingrich said it
was "a real gamble" and "the odds
are even money that this doesn't
work."
He added, "This is a long game
and partly you don't think it
through because it's too hard."
Strong applause greeted his
statement that he and Robert
Dole, the Senate majority leader,
had sponsored the recently
passed bills to move the U.S. em-
bassy from Tel Aviv to Jerusalem.
"A reporter asked me if I didn't
think that would be seen as fa-
voring the Israelis," he said. "I

said, 'I don't want any uncer-
tainty. Jerusalem is one city. It
will be negotiated by the Israeli
government. It's their capital."'
He also said he believes nego-
tiations will produce a system in
which non-Jewish religious ar-
eas will be "somehow interna-
tionally maintained."
Later, Mr. Gingrich referred to
Iran as the most dangerous
threat to the West and Israel for
the next 20 years. That country
is thought to be behind counter-
feit U.S. dollars appearing in Eu-
rope, violence in southern
Lebanon, and destabilization of
secular governments in Algeria
and Egypt.
Those present seemed as im-
pressed with Mr. Gingrich's per-
formance as with his positions.
"The thing that stuck out to me
the most was his level of com-
mitment and perception to Ju-
daism and how attuned he was
to the core of our religion," Mar-
sha Spector said.
Robert Cohen added, "I think
he shares a lot of opinions and
views of traditional Judaism. I
mean, how many people do you
hear emphasize the importance
of learning?"
