rehabilitation began in the mid-
1980s, well before the Soviet im-
migration or the peace process.
In the early '90s, the half million
new immigrants helped to jump-
start the economy through a
surge in construction and con-
sumer demand. Today, their un-
employment rate has plunged
from 50 percent in 1990 to 9 per-
cent today.
During the same five-year pe-
riod, Israeli exports rose dra-
matically, from just over $12
billion in 1990 to a projected $19
billion this year.
Contributing factors are the
liberalization of foreign-curren-
cy regulations, the start of a cred-
ible privatization program,
unprecedented investment in the
country's infrastructure (over $3
billion in 1995 alone), a growth
rate of some 6 percent (just be-
hind the small "tigers" of South-
east Asia), and a considerably
improved "risk rating" (74 last
August, up from 52.5 just after
the Gulf War).
The result has been a remark-
able rise of 70 percent in real for-
eign investment over last year
alone. That Israel spends 3.3 per-
cent of its gross domestic product
on R&D (the highest percentage
in the world) and claims the
world's highest proportion of sci-
entists and engineers per work-
er — together with a gradual
shift of advanced technologies
from the purely military to the
civilian-commercial sphere —
also have perked interest, espe-
cially in high-tech companies.
For the sake of the peace
process, therefore, trade and joint
projects with the Arab states will
again be discussed at the Amman
Conference. But for most Israelis,
the "peace economy" has taken
on an entirely different meaning,
one that has stripped away the
psychological barriers that some
in the world once had toward
dealing with them. And that's
creating a more free, dynamic,
and entrepreneurial economy
geared toward maximizing its hu-
man resources for the profit (and
not just the defense) of its citi-
zens.111
