stration so far against the second-
stage peace agreement, but in a
city with a clear right-wing and
religious majority — and with
buses advertised to bring sup-
porters from all over the country
— the turnout was unimpressive.
The gathering was still domi-
nated by West Bank settlers and
their many children.
The right has yet to prove its
claim that 'the people" rejects the
accord. Worryingly for Mr. Ne-
tanyahu and his parliamentary
colleagues, the democratic Op-
position is also struggling to dis-
tance itself from a violent fringe,
which distributed photomontages
of the Prime Minister in Gestapo
uniform and chanted: "Rabin is
a Nazi."
Thousands of the demonstra-
tors marched on the Knesset,
where some of them tried to
break through police barriers.
They flung flaming torches and
stormed a car carrying the Hous-
ing Minister, Binyamin Ben-
Eliezer, breaking the windows
and slashing the tires.
Mr. Rabin walked out of the
chamber when Mr. Netanyahu
rose to condemn the violence. The
Prime Minister accused him of
hypocrisy for failing to rein in the
rhetoric of "treason", which has
littered every hoarding and street
corner for the two years since the
government signed its Declara-
tion of Principles with the Pales-
tine Liberation Organization.
The battle now shifts to the
West Bank, where more than
100,000 settlers will live in Jew-
ish islands surrounded by a
Palestinian state in the making.
General Biran has instructed his
officers to treat the settlers with
"great sensitivity", but the more
militant among them are in no
mood to respond in kind. ❑

Housing Built
Over Green Line

Jerusalem (JTA) — Israeli Hous-
ing Minister Binyamin Ben-
Eliezer said that some 2,300
housing units would be sold in
the controversial Har Homa de-
velopment outside Jerusalem by
the end of the year or in early
1996.
He expressed the hope that an-
other 4,000 units slated for the
second and third stages of con-
struction would also be sold. Mr.
Ben-Eliezer denied accusations
that the development, which lies
across the Green Line, was being
built primarily on land expropri-
ated from Arabs.
He said 80 percent of the land
was owned by Jews, who pur-
chased it during the 1940s.
