Palestinians alike that Israelis
are not good colonizers and that
the Palestinians are impossible
to be colonized. At the White
House signing ceremony, Mr.
Peres said, "Once the agreement
will be implemented Palestinians
will gain self-rule, and we shall
return to our heritage."
• There exists a bipartisan
Zionist policy of providing at least
full autonomy to the Palestini-
ans. The founder of Revisionist
Zionism, Zev Jabotinsky postu-
lated the notion in his early writ-
ings. He like his ideological
successor, Menachem Begin ac-
cepted the notion that the Arabs
of Eretz Yisrael would never be
reconciled with Zionism.
Further, immediately after Is-
rael's June 1967 victory, Israeli
Labor Party minister Yigal Mon
won Israeli cabinet approval to
establish autonomous zones for
Palestinian self-rule in the West
Bank. In the Camp David Ac-
cords in 1978, Prime Minister
Menachem Begin accepted the
notion of "full autonomy" for the
Palestinians.
• Many Israelis accept that it
is far better to negotiate with the
Palestinians in their present
weakened political state, then
wait for the future when they
may be more extremist, and the
Arab world stronger and unified
behind Palestinian demands.
After the end of the Cold War,
the end of the 1991 Gulf War, and
through enormous military readi-
ness, Israel is stronger vis-a-vis
her Arab neighbors than ever.
The Palestinian Arabs, how-
evr, are reeling in economic
agony. There is no Russia to back
them, no Arab oil power and
money to make Washington hes-
itate, and no array of Arab states
capable of destroying Israel. How-
ever, the Palestinians have a con-
sensus leader. Arafat may not be
the choice for supporters of Israel,
but a majority of Palestinians see
him as their national symbol.
The alternative to this agree-
ment is no negotiations, annexa-
tion of the West Bank Palestinian
population, or continued Israeli
occupation. While the Palestini-
ans may ultimately fall prey to
militant Islamic voices that could
prevail in a post-Arafat era, Ra-
bin and Peres are preserving a
Jewish majority in exchange for
Palestinian control over a portion
of Judea and Samaria.
As Ben-Gurion and the Jew-
ish Agency did in November
1947, Israel's leadership today
accepts the partition of Palestine
into a Jewish state and an Arab
entity, perhaps ultimately a state.
The differences today are that the
Arabs of Palestine are not reject-
ing that idea.
And, this time, it is not the
United Nations with a Cold War
background that dictates the
lines of demarcation; it is a pow-
erful Jewish state that deter-
mines what it will relinquish.
