Israel: Land
Of Homeowners

Jerusalem — More than 72 per-
cent of people in Israel own the
property in which they live.
And some 87 percent of im-
migrants who arrived in 1989
have already taken advantage of
their rights to purchase an apart-
ment.
Yisrael Swartz, head of the Is-
rael Ministry of Housing and De-
velopment's occupancy division,
says 43 percent of the lowest in-
come group own an apartment,
compared with 83 percent of the
wealthiest sector.
Dr.. Yair Duchin, a specialist
in real estate at the Hebrew Uni-
versity, says that housing sup-
ply is virtually meeting the
demand.
"Annual housing starts are
almost the same as the econo-
my's current demand for hous-
ing. We are close to reaching a
balance between supply and de-
mand ... but it is too early to fore-
cast what effect this will have on
stability of prices, and whether
prices will drop."
Duchin forecasts 55,000 pri-
vate and public housing starts
next year — mainly in the cen-
tral region and Modi'in — com-
pared with 60,000 in 1995.
According to Duchin, the
Housing Price Index will rise
about 3 percent above the Con-
sumer Price Index in 1995.
Next year's housing prices are
expected to rise about 8.6 per-
cent.

Look To Israel

Jerusalem — Three foreign firms
want to sell natural gas to Israel.
Agip of Italy, EGPC of Egypt and
the U.S.-based Amoco have no-
tified Energy Minister Gonen
Segev of their willingness to sell
to Israel.
Segev said the move is signif-
icant since it advances Egypt's
declared intention to create fu-
ture joint projects in the gas sec-
tor.
