Eban "informed the U.N. secre-
tary general in writing in July
1967 that (these acts) did not con-
stitute annexation, but only ad-
ministrative and municipal
integration."
Security Council Resolution
242, which called on Israel to
withdraw from territories taken
in 1967, mentions nothing of the
city's status, and the 1978 Camp
David Accords steered clear of
the city (though letters ex-
changed between then-Israeli
Prime Minister Menachem Be-
gin and Egyptian President An-
war Sadat highlighted opposing
views).
In 1980, the Knesset passed a
private member's bill reaffirm-
ing that the entire city of
Jerusalem was Israel's capital.
This legislation was embedded
in the Basic Laws, which are the
closest thing Israel has to a con-
stitution. The U.N. Security
Council condemned the
Jerusalem legislation and de-
clared that the eastern part of the
city and its Arab residents were
covered by the Fourth Geneva
Convention regulating occupied

stance of the United States and
other countries is that
Jerusalem's future can be settled
only through negotiations.
As of now, the city is scheduled
to come up for discussion start-
ing in 1996 as part of the Israeli-
Palestinian peace process.
Reacting to critics who maintain
that Jerusalem is non-negotiable,
Prime Minister Yitzhak Rabin
says that discussing Jerusalem
means telling the Arabs that the
city will remain unified and Is-
rael's capital, and that there is
nothing more to discuss. ❑

AVA CARMEL SPECIAL TO THE JEWISH NEWS
I
n the springtime, the rolling
hills of Galilee are garnished
with velvety rockrose and fra-
grant yellow gorse, blue Syri-
an cornflowers, magenta clover
and scarlet poppies.
'Whoever lives in Galilee
wakes up each morning to
panoramic vistas, beholds the
multicolored wildflowers and
breathes the clear mountain air.
.From time to time he is apt to say
to himself, 'I'd like to share this
Garden of Eden with others."
This was the sentiment ex-
pressed by the producer of the
..first Days of Music and Nature
festival seven years ago. It was
so successful that the festival has
become an annual event.
Days of Music and Nature is
sponsored by the Regional Coun-
cil of Misgav, a group of 29 rural
settlements in western Galilee. It
is a family affair, combining guid-
ed tours and short nature trails
with large and varied selections
of classical, folk and jazz concerts.
.. This year, 40,000 people at-
tended 35 concerts and 1,400 cars
in convoys drove along the wind-
ing roads, stopping at vantage
points, so everyone could admire
and photograph the panoramic
views.
Some of the concerts were in-
tegrated into the tours.
One tour brought visitors to the
ruins of a Crusader fortress. They
were treated to a concert by Israeli
troubadour Hezi Levy, who sang
songs of the Renaissance accom-
panied by his lute. His rich tenor
resonated in the ancient hall with
its rounded stone ceiling.
In the evenings, entertain-
ment was provided by top Israeli
musicians in the natural outdoor
amphitheater at the Misgav Cen-
ter. The climax was a perfor-
mance by David Broza, the
popular Israeli singer and gui-
tarist.
What made this year's festival
unique was the active participa-
tion of residents of the Arab vil-
lages of the Misgav region. The
highlight of the bicultural events
was a performance by a band
called "Bustan," comprising both
Jews and Arabs, playing an odd
assortment of instruments —
guitar, banjo, oud, flute, drums
and ganun (harp), and enjoying
themselves immensely. ❑
