A delegation member makes a visit.

A professor from China who re-
cently visited Israel was very
much impressed by its compre-
hensive social service system. Af-
ter he returned home, he reported
what he had seen to officials of the
Shanghai municipality, who in
turn responded with great inter-
est. They later requested assis-
tance from the American Jewish
Joint Distribution Committee's
International Development Pro-
gram to develop innovative social
services for the elderly and for
children with developmental dis-
abilities.
The first phase of the project
reached fruition with a visit of a
six-member delegation from the
Hongkou district of Shanghai city
administration to Israel. The
members of the delegation came
to study models of social service
delivery that have been devel-
oped, in part with the assistance
ofJDC-Israel, for the country's el-
derly and for children with spe-
cial needs.
The delegation from Hongk-
ou — which has a population of
about 840,000 — included mu-
nicipal officials, the director of the
district's workers' palace (the
nearest Chinese equivalent to Is-
rael's successful community cen-
ters), and the director of an
institution for children with dis-
abilities.
Henryka Manes, director of
Non-Sectarian Operations for
JDC's International Development
Program (IDP), noted that "they
care for these children, but the fa-
cility has no educational curricu-
lum, no programs to help the
children realize their full, if lim-
ited, potential."
IDP offers nonsectarian assis-
tance to the developing world in
the fields of health, education,
agriculture and social services,
while also responding to natural
or man-made disasters such as
the refugee crisis in Rwanda.
The delegates visited commu-
nity centers throughout Israel and
were fascinated by the range of
services. The group learned about
the community centers' adminis-
