decline in applicants to Argenti-
na's formal Jewish education sys-
tem and to bring youth to Israel
for summer programs." These
aim to strengthen the Jewish
identity of participants and their
connection with Israel, thereby
ensuring "Jewish continuity."
The most popular Israel Ex-
perience program for South
Americans is "Tapuz," which of-
fers 16- to 18-year-olds six weeks
in Israel where they meet Is-
raelis, explore the country, learn
about its history, participate in
Sar-El — an army-based volun-
teer program — work on a kib-
butz and participate in informal
education programs.
This year, of the 1,300 partic-
ipants from South America, 750
are from Argentina (two lost fam-
ily members in the bombing), 350
are from Brazil, 40 come from
Peru, 30 from Uruguay and 10
from Paraguay.
Sergio Mames, 23, a Tapuz
counselor with the Argentinian
group, works in a Jewish kinder-
garten not far from where the
bombing occurred. "There was a
lot of fear in the community af-
ter the bombing," says Mr.
Mames. "No one knew when or
where there would be another
bomb." Some parents, he says,
afraid that their children might
be targets, transferred them to
public kindergartens.
Even registration for the
Tapuz program was moved to a
different location, as rumors
abounded that the Jewish
Agency building might be the
next target.
Both Mr. Mames and Mr.
Gravetz agree that the bomb
both weakened and strength-
ened the community. "The bomb
was an excuse for people to re-
move themselves from Jewish
life," says Mr. Gravetz. "But now
the essence and substance of
Jewish life in Argentina has to
be rebuilt."
"We can't help knowing that
we are Jews now," adds Mr.
Mames. "There are stricter se-
curity measures at all Jewish
buildings and every time I see
this I remember the tragedy.
There have also been lectures
dealing with the tragedy and
courses on working with children
who were affected by the bomb."
Though physical repairs to the
building are progressing, repairs
to the internal structure of the
Jewish community are just be-
ginning. Jessica, a Tapuz par-
ticipant, says that though Tapuz
is the program for Jewish teen-
agers in South America, eco-
nomic difficulties discourage
some from participating. A di-
minishing interest in Israel has
left others ambivalent about
spending their whole summers
in Israel.
The Zionist movement, being
fully aware of the problems,
granted scholarships to many of
this year's Tapuz participants. O
