"The role the DDA would like
to play is a nurturing role. We
spawned this entity, we're proud
of it, but we don't think we should
have ownership of its whole life,"

director of the DDA.

ing location which will attract
people at all hours. Typically, in
Southfield, we empty out at 5
p.m. We want to get people down
here in the evening."
