That extraordinary day was not marred by a single security incident, despite the huge crowds and the biggest traffic jam in the city's history. ❑ Israel Rejects Pollard Request Jerusalem (JTA) — Israel has re- jected a request to grant citizen- ship to Jonathan Pollard, who is serving a life sentence in the United States for spying for Is- rael. Interior Minister Ehud Barak said in a letter to Mr. Pollard's attorney, Mordecai Ofry, that he had denied the request after studying the petition of Mr. Pol- lard's wife, Esther, and after hold- ing a series of consultations on the matter. Esther Pollard had based her petition on a clause in Section 2 of Israel's 1952 Citizenship Law. The law grants state protec- tion to people who want to im- migrate to Israel, but whose effort to do so, or whose identification with Israel, is forbidden in their countries of origin. In the past, Israel applied the law to immigration activists and Prisoners of Zion in the former Soviet Union. But Mr. Barak said the cir- cumstances of Mr. Pollard's case were not consistent with the tra- ditional use of the law. Mr. Pollard's lawyer said Mr. Barak had used a legal loophole to get around granting citizen- ship. He added that Israel was shirking what he described as its legal and moral responsibility in the case. Mr. Pollard was an American civilian intelligence analyst for the U.S. Navy when he was ar- rested in November 1985 outside the Israeli Embassy in Wash- ington by FBI agents who had him and his first wife, Anne, un- der surveillance. Mr. Pollard lat- er pleaded guilty to spying on behalf of Israel and was sen- tenced in 1987 to life in prison.
