THE M (- THE MAGIC OF THET MAI GIN C OFt Jerusalem (JTA) — Israel's cost of living index rose by only two- tenths of a percent in July, with inflation rising by 2.8 percent since the beginning of the year, the Central Bureau of Statistics announced. Finance Minister Avraham Shohat welcomed the surpris- ingly low index and estimated that annual inflation could be the lowest in years, amounting to less than 10 percent. The government has set a target range of 8 percent to 11 percent annual inflation. Seasonal drops in the prices of fruits and vegetables, clothing and footwear contributed to the low increase. Manufacturers and industri- alists welcomed the rate and called on the Bank of Israel to re- spond with an appropriate drop in interest rates. The conference's 2,000 dele- gates and guests were assembled at the Binyanei Ha'uma conven- tion center in the capital to honor Prime Minister Yitzhak Rabin and Foreign Minister Shimon Peres with Hadassah's Henrietta Szold Award, Hadassah's high- est honor. But the premier's speech was marred by heckling, as was that of U.S. Ambassador Martin Indyk. The protesters included set- tlers from Gush Etzion, led by Rabbi Shlomo Riskin of Efrat, and members of the Women in Green Israeli nationalist move- ment. Some of them lay across the plaza outside the hall, while others dodged security guards to take up seats in the audience. Several of the hecklers were ousted bodily by security men. Rabbi Riskin said such protests were planned for all future public events where the prime minister appears. Man Arrested Smuggling Arms Jerusalem (JTA) — Security forces arrested a man who ap- parently had smuggled arms across the Jordanian border.
