accept a mission in a country
such as Cuba, with which the
ministry is not interested in es-
tablishing a diplomatic relation-
ship. Priorities are determined
according to the ministry's spec-
ifications.
Yet, Mr. Marek emphasizes,
Matat is contractually and func-
tionally independent from the
ministry. This is crucial, he
claims, because Matat works to
maintain its nonpolitical and non-
partisan character.
Since the 1950s, the Foreign
Ministry has maintained a De-
partment for International Co-
operation, which sends experts
to developing countries. Isn't
Matat a duplication of this de-
partment? Mr. Marek says not.
Matat's volunteers are not paid
for their services, he says. Fur-
thermore, since Matat is a non-
governmental agency, countries
which do not maintain diplomatic
relations with Israel, such as
some of the larger Muslim coun-
tries, can avail themselves of
Matat's services, thus forgoing
initial contracts which would oth-
erwise be impossible.
Mr. Marek hopes to send some
150 emissaries on missions
throughout the world over the
next few years and is already
thinking further ahead. In 1997,

Israel" — a new form of partner-
ship with Diaspora Jewry. "If we
can offer Israelis this opportu-
nity to contribute, then why
shouldn't we offer the same op-
portunity to Jews throughout the
world?" he says. "Why not allow
Diaspora Jews to take part in
spreading this universal message
and in creating good will for Is-
rael?" It will also make an im-
portant contribution to
Israel-Diaspora relations, he ob-
serves.
Initial contacts in New York
have met with great enthusiasm
In 1997, Mr. Marek will bring
Matat to Israel. He readily ac-
knowledges that there is no short-
age of communities in Israel
which need Matat's services des-
perately. But, he says, it needs a
trigger to start it off. "Perhaps
it is easier for Israelis to give of
themselves in El Salvador or in
Kazakhstan at this time," he ob-
serves. "But there should be no
doubt, our intent is that this good-
will benefit Israel, too. We must
plant the seeds of motivation
abroad, and they will take root at
home." ❑
