Articulate and outspoken, dedi-
cated, committed and ambitious,
Tova Herzl, 43, is Israeli resident
ambassador to Latvia and non-
resident ambassador to Lithua-
nia and Estonia. She is one of a
growing number of professional
Israeli diplomats who head the
dozens of new missions estab-
lished in recent years.

ty after extensive visits to Israel.
According to federation chair-
man Alex Engeistein, the feder-
ation members felt that this
region, incorporating the unique
spiritual religious atmosphere
of Tzfat, the beauty of Rosh Pina
and the economic challenge
posed by the development of the
town of Hatzor, had the great-
est potential for generating
community involvement. Palm
Beach's involvement in the pro-
gram, he said, will help create a
quality education system and ex-
pand economic development in
the Tzahar Industrial Park.

Born in Israel to Hungarian
Holocaust survivors, she finds
her position in these three for-
mer Soviet republics particular-
ly poignant.
"We have a complex past in
each of these three countries, and
the historical dimension plays an
exceptional part in our relation-
ship," observed Ms. Herzl. "When
you mention Vilna to a Jew, he
does not think merely of the cap-
ital of Lithuania. He thinks of
the millions who died, with the
active cooperation of the local
population. It is my responsibil-
ity as a Jew and as a represen-
tative of Israel, to bring the
public and the leadership in
these countries to deal with the
past honestly."
This adds an additional and
emotional dimension to her
work. "It is not easy. I deal with
the Holocaust more than I
thought I would. One tries to be
professional, but it affects me
emotionally more than I had ex-
nected."
