The Carmiel-Misgav region is situated in the central Galilee. Surrounded by hills and valleys, it incorporates the undeveloped, urban area of the Misgav Re- gional Council (21 community villages, six kibbutzim, a moshav, a mobile home site and a Bedouin town), and the bur- geoning city of Carmiel (popula- tion 34,000). In order to develop the region's infrastructure and make it eco- nomically independent of the nearby city of Haifa, plans in- clude the establishment of new industries, exporting goods from new factories, developing tech- nology and business incubators (offices where "start-up" compa- nies are encouraged to rent space at low cost and are offered advice and support) and improving tourist sites and community and health services. Carmiel Mayor Adi Eldar stressed that the partnership also will include visits of Ameri- can Jewish youth from Balti- more/Pittsburgh communities to the summer camp which is planned for Carmiel. Here, Jew- ish youngsters will participate with their Israeli counterparts. The Mtizpe Ramon-Ramat Negev region, partnered with a group of European Keren Hayesod countries, is situated in the heart of the Negev desert. Ramat Negev is the largest re- gional council from a territorial point of view, but is sparsely pop- ulated, with 75 percent of the land designated for military training. Ramat Negev compris- es seven rural settlements, two educational-scientific communi- ties and two community villages. Plans for the area include the building of a spectacular $1 mil- lion tourist spa complex featur- ing swimming pools, Jacuzzi, a health treatment center, saunas, a restaurant and parking, and the transformation of the old "Spice Route" (the route the Nabateans traveled, carrying spices and perfumes from Ara- bia to Gaza) into an "interna- tional tourist road." The Jewish Agency's country- wide economic development units are available to small busi- nesses needing help and advice, including small tourism-orient- ed enterprises such as bed-and- breakfast businesses and jeep tours.
