launched the unique "Partner-
ship 2000" project in order to link
27 rural-urban areas in the
Negev, the Galilee and
Jerusalem with Diaspora com-
munities and develop the regions
on every level — from improved
educational standards and the
creation of new industries to an
improved employment rate and
increased tourism.

But unlike previous develop-
ment projects, Partnership 2000
proposed fostering a greater
sense of Jewish identity in Di-
aspora communities by offering
the communities "hands-on" in-
volvement.
And it has worked with a
vengeance. So far, 17 Partner-
ship 2000 regions have been
partnered with 27 major Dias-
pora communities. These include
New York which chose
Jerusalem, San Francisco/Cana-
da UIA, which chose the Galilee
Panhandle, Palm Beach County
which chose the Tzahar region
(Tzfat, Rosh Pina and Hatzor),
Baltimore/Pittsburgh, which opt-
ed for Carmiel-Misgav in the
north, Montreal, which chose
Beersheva, and Detroit, partners
with central Galilee
Partnership 2000 focuses on
Israel's peripheral regions, which
comprise more than two-thirds
of Israel's land reserves but only
17 percent of the population. In-
expensive housing in the Negev
and Galilee has attracted a con-
siderable amount of new immi-
grants, who will remain in the
regions only if they find suitable
work.
Ronit Dunlev, director of the
Department of Rural and Urban
Development, described Part-
nership 2000 as "a real challenge
to all the partners. It offers a real
opportunity to develop and en-
hance the links between Israel
and the Diaspora, expressed
through community partnership
with the regional development
process. In an era of peace," she
added, "these designated areas
of national importance can serve
as a hub of international traffic
with great potential for tourism
and industry and growth."
