case because of the issue's im-
portance and legal precedence.
Ruti Nahmani, who is unable
to have children because of an op-
eration, said the decision to re-
open deliberations gave her "new
hope that I can still have this
child."
Danny Nahmani said he felt
that the new decision challenged
the whole foundation of the de-
mocratic system.
"I am disappointed, both be-
cause of my personal predica-
ment as well as a citizen," he told
Israel Radio.
Danny Nahmani, who has
since had children with another
woman, objected to the continu-
ation of the process he started
with Ruti Nahmani, saying that
he did not want to be coerced into
fatherhood.
The hearings are to be closed,
with both sides submitting docu-
ments to argue their case.
A 1987 ordinance forbids sur-
rogate motherhood in Israel. In
1991, the couple had arranged for
a surrogate mother in the Unit-
ed States.

Iraqi Refugees
To Be Moved

Jerusalem (JTA) — The Pales-
tinian Authority has agreed to
absorb Iraqi refugees who have
been held in Israeli jails since
fleeing Baghdad.
More than 50 Iraqis are cur-
rently in Israeli jails, awaiting a
country to grant them political
asylum. But no country has made
an offer.
Israeli Police Minister Moshe
Shahal visited 30 Iraqis in
prison.
He said Israel could not free
them or offer them residence, but
had proposed to Palestinian Au-
thority official Nabil Sha'ath that
the self-rule government take
them in until a permanent
arrangement is found.
"I asked him if the government
in Gaza will accept them as free
guests, until they find a place to
accept them," Mr. Shahal told
Army Radio. "Sha'ath agreed."
The Palestinians agreed to
take in some 40 Iraqis. Of them,
14 agreed to accept the proposi-
tion, including one who fled Iraq
more than a year and a half ago.
"I think we have no choice but
to accept that," the Iraqi refugee
told Army Radio.
