Beaten In Germany

Bonn (JTA) — An Israeli tourist
has been attacked by skinheads
in the German city of Potsdam,
near Berlin, police said.
Jonathan Rochman, 19, suf-
fered head wounds and a broken
nose as a result of the attack,
Potsdam police said.
Mr. Rochman received medical
treatment and was released to
the family with which he has
been staying.
Mr. Rochman could not be
reached for comment.
No arrests have been made,
but police publicized descriptions
of the suspects in local papers.
According to police, Mr.
Rochman and his girlfriend went
to a concert in Berlin and used
the Potsdam subway on their
way back.
When he and his girlfriend
parted, a young German ap-
proached him and, after deter-
mining that Mr. Rochman was a
foreigner, began to beat him up
with a baseball bat, police said.
Mr. Rochman initially escaped
the blows. But another German
youth joined in, hitting Mr.
Rochman with a bottle.
The wounded Mr. Rochman
then fell to the ground as the two
skinheads continued to hit him
in the face, police said. The skin-
heads fled the scene a few min-
utes later.

Brussels (JTA) — The 15 foreign
ministers of the European Union
chose former Swedish justice and
trade minister Carl Lidbom to
head a team of international ob-
servers to monitor the upcoming
Palestinian elections.
Israel and the Palestinian Au-
thority asked the European
Union in May to coordinate the
team of 600 observers that will
monitor Palestinian elections.
The timing of the elections is
dependent on when Israel and
the Palestinian Authority con-
clude their ongoing negotiations
for extending Palestinian self-rule
in the West Bank. Currently, the
elections are expected to be held
in October or November.
The European Union had
agreed to provide half of the 600
international observers. Other
observers are expected to come
from the United States, Russia,
Egypt, Jordan, Japan and Nor-
way.
The observers, who will begin
their work three months before
the elections are held, will help
draw up candidate lists, estab-
lish an election commission and
monitor polling. After the voting,
they will produce a report on how
the elections were conducted.
