dance this week over propos-
als for a Washington ceremo-
ny to mark the signing of the
latest interim agreement for
Palestinian self-rule.
Israeli officials are uncomfort-
able with a glitzy White House
affair like the one that accompa-
nied the signing of the Israeli-
Palestinian accords in 1993 —
especially because of the contin-
uing problem of Palestinian ter-
rorism and the growing backlash
in Israel.
But the Clinton administra-
tion wants at least a modest cer-
emony — in part to shore up the
president's standing as a serious
player in foreign policy, in part
as a spur to the donor nations
that need to give more money to
make the experiment in Pales-
tinian self-rule work.
Because of those concerns, an
earlier plan to hold a very private
signing at the State Department
was scrapped in favor of a slight-
ly higher profile event on the
White House lawn.
"It's definitely not going to be
a love fest, in the same way that
the 1993 signing was," said an of-
ficial with a major Jewish group
here. "Events dictate that it will
be a somber, sober occasion that
reflects how much work is left to
be done."
Top Israeli and Palestinian
leaders will attend; the adminis-
tration is trying to convince Jor-
dan's King Hussein and Egyptian
President Hosni Mubarak to
show up, as well.
Still unclear is the timing. Ear-
ly this week, Israeli sources were
predicting Sept. 14 — if the final
negotiations go well, and if the
dispute over Palestinian activity
in Jerusalem does not explode.

Bob Dole of Kansas and Sen. Phil
Gramm of Texas. "But Wilson
may be the only one who gener-
ates any enthusiasm among the
Jewish Republican rank and file,"
he said.
Mr. Wilson's decision to get
