ers — facing a hostile, inward-
turning electorate and a budget
crunch of unprecedented propor-
tions — have done little to devel-
op realistic policy options to meet
this new threat. Nor have they
mobilized a largely apathetic
group of Western allies.
That will ultimately endanger
the security of a United States
that, in this age of missile pro-
liferation, will no longer be pro-
tected by vast oceans.
And it will add significantly to
the dangers in the Middle East,
where the United States remains
the only potential counterforce to
hostile regimes in Iraq, Iran and
other nations dominated by fa-
natics whose irrational hatreds
may be stronger than the impulse
for self-preservation.
Peace's Long Ann
For Israel, the implications are
more immediate.
When Iraqi Scud missiles
slammed into Tel Aviv during the
Gulf War, the Iraqis had de-
ployed biological weapons that
could have resulted in an
unimaginable disaster for the
Jewish state, according to U.N.
report.
Iraq had loaded anthrax and
/-=
botulin agents into some 200
bombs and warheads. Only the
threat of massive American re-
taliation kept Saddam from us-
ing those weapons against
coalition troops — or against Is-
rael, the special target of his
crazed aggression.
That horrifying possibility
points to the real motives behind
the Rabin government's contin-
uing determination to pursue the
peace process.
Peace with the Palestinians is
an important goal, but it's the ef-
fort to produce a broader agree-
ment with belligerent, dangerous
`-, nations like Syria that will save
/- Israel from lurking disasters.
As terrible as each new bomb-
ing in Israel can be, they do not
threaten the state's existence like
a nuclear-equipped Islamic gov-
ernment in Teheran or an
unchecked Saddam Hussein in
Baghad.
At first, peace with the Pales-
' tinians might not ease the fear
that grips every Israeli, but it will
help create a regional structure
that might prevent the mixture
of fanatic, Israel-hating govern-
ments and nonconventional ar-
senals from reaching critical
mass.
That may be the most telling
argument in favor of continuing
the peace process, despite the on-
going problems with Palestinian
terror.
It is almost certainly the rea-
son the Rabin government con-
tinues to take big risks — political
and diplomatic — in pursuit of
\/Thwhat remains a longshot effort to
create something more than sim-
ply a new kind of armed stand-
off.
