Smoking Costs
Billions Of Shekels
Jerusalem — The economic loss
to the economy caused by smok-
ing totals about NIS 2 billion a
year ($660 million), according to
the Israel Cancer Association
(ICA), which hosted a joint dele-
gation from the Knesset's eco-
nomics and drugs committees.
The MKs, who toured the
Dubek tobacco company, visited
patients dying of lung cancer and
other diseases at the ICA hospice
at Sheba Hospital.
The joint body, headed by
Tsomet MK Rafael Eitan, is de-
bating a bill to require cigarette
packs to list nicotine and tar lev-
els. Tobacco manufacturers and
importers favor this, apparently
believing such labels might pro-
tect them in lawsuits by cus-
tomers harmed by their
products.
Antismoking activists oppose
the bill, saying levels can be ma-
nipulated to fool the public.
Tobacco interests have strong-
ly objected to listing cigarettes'
carbon monoxide levels, as the
public identifies this poisonous
gas with suicide.
Representatives of the Public
Forum for the Prevention of
Smoking told the MKs that
smoking is the No. 1 preventible
cause of death in Israel, with
some 5,000 persons dying here
each year from smoking-related
causes.
Doctors at the ontological in-
stitute noted that smoking
causes 30 percent of all cancers
and over 85 percent of lung can-
cers.
The MKs were told that over
20 percent of all deaths from
heart disease are directly due
to smoking, which is also a ma-
jor cause of emphysema and
other chronic respiratory dis-
orders.
In addition, smokers' absen-
teeism from work is 50 percent
higher than that of nonsmokers.
Smoking is also responsible for
88 percent of hotel fires, 25 per-
cent of home fires involving the
elderly and many forest fires.
The Health Ministry, mean-
while, has not yet responded to
President Bill Clinton's decision
last week to regard nicotine as a
drug that must be regulated. El
