bar legal immigrants from a va-
riety of welfare programs, in-
cluding food stamps and
Supplemental Security Income
(SSI).
The postponement gives oppo-
nents a chance to organize grass-
roots opposition to a Republican
juggernaut that may have re-
vealed its weak point — presi-
dential politics.

Church-State
New Squabble

The Dole welfare reform measure
could also touch off new religion-
state wars.
One provision would allow
states to contract with religious
organizations to provide critical
social services.
Jewish groups, which expect
to do their share in filling the gap
left by big budget cuts, don't have
a problem with that concept. But
they want strict guidelines regu-
lating the participation of sec-
tarian groups in spending federal
funds — guidelines that are ab-
sent in the Dole legislation, ac-
cording to Marc Stern, legal
director for the American Jewish
Congress.
"There is a veneer of reason-
ableness to these provisions," he
said. "But there are no realistic
protections built into the bill."
In a drastic change, the
measure would insist that reli-
gious institutions be treated the
same as their secular counter-
parts in decisions about the al-
location of federal funds, Mr.
Stern said.
So church-based programs
could provide vital services in a
pervasively Christian environ-
ment, even though they are
using federal money; health
care organizations for women
that use federal "block grant"
money could deliver services
with a strong dose of religious
doctrine.
