thority's behavior," said AIPAC
president Steve Grossman in an
interview. "But you just can't ig-
nore the words; the words can in-
cite residents of the territories to
undermine the peace process."
Israeli officials were working
to contain the political fallout
from this latest controversy.
But Mr. Arafat's stubborn re-
fusal to curb his tongue has fed
doubts even among many peace
process supporters — a fact that
Israeli officials worry will trans-
late into diminished support for
that process in Congress and with
major pro-Israel groups like
AIPAC and the Presidents' Con-
ference, which back the peace
process but have a deep distrust
of Mr. Arafat.

Clinton Boosts

Still hostile.

But by late last week, Mr.
Arafat's hostile statements were
producing expressions of dismay
from Jewish leaders even as
State Department officials were
trying to confirm the authentici-
ty of the transcripts.
"We understand why the Is-
raeli government is determined
to put their negotiations with the
Palestinians ahead of any reac-
tion to Mr. Arafat's contemptible
words," said the leader of one
Jewish group.
"But these kinds of comments
are very corrosive of the support
American Jews have for the
peace process. It is hard for our
members to understand why the
Israeli government continues to
have faith in negotiations with a
man who can so blatantly con-
tradict the promises he made."
After a recent emotional con-
ference call on the subject, the
Conference of Presidents of Ma-
jor American Jewish Organiza-
tions issued a statement
condemning Mr. Arafat's com-
ments and warning that "these
statements can only raise doubts
as to Mr. Arafat's true intentions
on the part of Israelis and un-
dermine the confidence that is es-
sential for Israeli and Palestinian
support of the peace process."
