Although program chairman and founder Lawrence Daugh- erty said BU has built up a "close, cooperative, interactive relationship with Ben-Gurion University," he added that changes are taking place in the country's education marketplace that put the program at a disad- vantage. Mr. Daugherty encouraged other non-Israeli institutions to establish schools in Israel. "This is called competition, and we find ourselves in a developing com- petitive market. (But) Israel has severe rules (restricting) compe- tition. This is not a free market," he emphasized. Several other U.S.- and Unit- ed Kingdom-based institutions have applied to the council for higher education for authoriza- tion of their MBA programs, which would be based in Israel's central region. BU also wants to expand its program to Tel Aviv, but has been refused due to a pol- icy which dictates that universi- ties must operate only within their geographic region, "al- though there have been excep- tions to this rule," Mr. Daugherty said. The two schools have renewed their program for another 10 years, Mr. Daugherty added. Telrad Signs Burma Contract Jerusalem — Tetrad Telecom- munications has signed a $9 mil- lion contract with the government of Myanmar — com- monly known as Burma — to provide and install digital switch- board systems. Over the past 11 years, Tetrad has installed 15 public switch- board systems worldwide as part of a World Bank project. Tetrad will supply Myanmar with TD/IX 100 and TMX 10 dig- ital telephone switchboards, pow- er supplies (in the form of generators, dry cell batteries, and AC-DC rectifiers), monitoring systems, and local training. CEO Bezalel Levin said the installation would increase the number of Myanrnar's digital phone lines by 45 percent. Mr. Levin added that the firm is negotiating with Myanmar's Telecommunications Ministry to provide an FDMA cell-radio communications network and an ISDN data telecommunications network based on its switching systems.
