A former partner in the law
firm of Sommer, Schwartz and
Silver, Judge Shepherd was the
U.S. district attorney for the East-
ern District of Michigan from
1962-1965. He taught political sci-
ence at Wayne State University
and was the honorary consul for
the Ivory Coast from 1971-1983.
The judge actively volunteered
his time to WTVS (Channel 56),
where he served as a member of
the board of trustees. He was a life
member of the NAACP and main-
tained memberships in the
Women Lawyers of Michigan and
the National Association of
Women Judges.
Judge Shepherd was appoint-
ed to the appeals court in 1983 by
former Gov. James Blanchard and
elected to full terms in 1984 and
1990. He received his undergrad-
uate and law degrees from the
University of Michigan.
Judge Shepherd was a Ful-
bright scholar at the University of
Paris from 1959-1960.
"When he was appointed to the
bench, the legal community
cheered," said his colleague, Judge
Martin M. Doctoroff. "He was a
wonderful judge and a wonderful
person. What he did and what he
stood for were an examination of
issues, development of theories
and presentation of concept.
'Personally, he was my teacher,
adviser and a man I turned to
when I had problems. You don't
come across people like that in
your professional career."
Judge Shepherd is survived by
his wife, Sandy; sons and a daugh-
ter-in-law, Marc and Marcy Shep-
herd of Tampa, Fla., and Jeffrey
Shepherd of Hollywood, Calif.;
grandson, Robert Jeremy Shep-
herd; and mother, Betty Shep-
herd.
