federal to state agencies under
the "block grant" proposals now
epidemic in Congress. Rep. Ste-
ny Hoyer, D-Md., has called the
proposal "Orwellian."
A vote on the Istook amend-
ment was expected this week.
But even if it is stripped from
the Labor-HHS bill, Jewish ac-
tivists warned that it is almost
certain to reemerge in some oth-
er form.

He Is A Mensch
With A Mission

referred to him as a former postal
official. But to Jewish activists
on Capitol Hill, Elmer Cerin,
who died last week at the age of
84, was a one-man lobbying op-
eration who spent his retirement
years crusading for a variety of
causes in Congress.
Mr. Cerin, a lawyer, was born
in Brooklyn and graduated from
Johns Hopkins University.
After his retirement from the
Postal Service in 1970, he turned
his attention to health and safe-
ty issues. Cerin also played a role
in the decade-long debate over
federal hate crimes legislation,
a top priority for a number of
Jewish groups.
When supporters of the reli-
gious apparel measure — the so-
called "yarmulke bill" — needed
an example of a soldier who had
actually worn a skullcap in com-
bat, they had to look no further
than Elmer Cerin, who wore a
yarmulke under his helmet dur-
ing World War 11.
In an interview several years
ago, Mr. Cerin said that he pre-
ferred to steer clear of the big
Jewish organizations in his ad-
vocacy work.
"In a lot of these issues, they
just haven't come through," he
said. "On the yai inulke measure,
we got very little support from
the big Jewish organizations."
For years, he worked out of
the offices of former Rep.
Stephen Solarz, D-N.Y., who
once called him a "mensch with
a mission." More recently, he
could be found in the offices of
Rep. Henry Waxman, D-Calif.
