Compromise
Boosts Bank

Jerusalem — The creation of a
Middle East regional develop-
ment bank came closer to real-
ization last week when France
agreed to a compromise formula
enabling the establishment of the
bank within two years, Treasury
International Division director
Ehud Kaufman said.
The Europeans have been the
major stumbling block to the cre-
ation of such a bank, as the Unit-
ed States and Japan already
support it.
The proposal calls for a two-
phase approach, where first an
institution which will not be able
to lend money would be estab-
lished, and after raising 75 per-
cent of the required $1.5 billion
capital wo'uld become a fully func-
tioning bank.
Although several European
countries support the French ini-
tiative, including Italy and Hol-
land, it was not adopted due to
German opposition.
According to officials, it is not
clear whether German support
will be necessary for the bank's
establishment. The question is
whether Germany will insist on
having a unified European stance
and thereby veto any European
support. The officials point out
that the issue of European sup-
port is more political than finan-
cial, since the capital
requirements for the bank are
fairly modest and could easily be
met by the United States, Japan
and Canada.
