NATPAC is enjoying some-
thing of a recovery after a tough
few years in which Jewish giving
to pro-Israel political groups was
down significantly. "We're seeing
a more highly charged political
environment now," Mr. Brooks
said. "And the American Jewish
community has been dwindling
in its political activism in the past
few years. Some people are now
beginning to become concerned
about that. So we're starting to
see people give who haven't giv-

years."

Islam Contracts
Watched
Jewish groups continue to keep
a wary eye on government con-
tracts with security firms affili-
ated with the Nation of Islam —
and the administration's sluggish
response to demands that it in-
vestigate whether the group's
anti-white, anti-Semitic views
make it an inappropriate recip-
ient of public funds.
But that reluctance may be
fading after months of strong
pressure from outraged legisla-
tors.
Last week, Rep. Peter King, R-
N.Y., met with Housing and Ur-
ban Development Secretary
Henry Cisneros. Earlier this
year, Mr. Cisneros outraged
some congressional leaders with
testimony that seemed to give
HUD's stamp of approval to the
black Muslim group. But now, he
seems to be backtracking.
"He made it clear that he had
not been fully aware of the extent
of the problem [with the securi-
ty contracts] for quite a while,"
Mr. King said. "But now, he said
he's pursuing the investigation
into the Nation of Islam on sev-
eral fronts."
HUD has forwarded com-
plaints about the firms' lack of
compliance with nondiscrimina-
tion rules to the Equal Employ-
ment Opportunity Commission,
he said. The agency also is in-
vestigating possible problems
with the security firms' taxes.

Henry Cisneros:
Has second thoughts.
The recent takeover of the
troubled Chicago Housing Au-
thority by the federal agency may
speed the investigation, Mr. King
said. In the past, HUD officials
have insisted that they do not
have direct responsibility for the
contracts, which are offered by
local housing agencies using fed-
eral money.
But now that HUD is in the
business of running the Chicago
public housing system, where the
controversial security firms have
been active, they no longer can
make that claim, Mr. King said.
