Ms. Keller's nomination came from an agency leader in Balti- more who runs a residential care program similar to JARC. Pres- ident Clinton and White House officials made the final selection. "Joyce was highly recom- mended for the position," said Gary Blumenthal, executive di- rector of the President's Com- mittee on Mental Retardation. "People at both the state and fed- eral levels lobbied hard for her appointment. This is one of the highest honors a person in this field can receive. Her nomination and appointment is a significant statement about Joyce Keller and the respect she receives in the field." Although the start of Ms. Keller's committee work is still three months away, she identi- fied several current policy issues she expects to address. She spoke of potential changes in the way Medicaid funding could be handled if states are giv- en block grants to fund social ser- vice programs. While she agrees with the the- ory of giving federal money di- rectly to the states, she is concerned about the prospects of reduced compensation for Med- icaid recipients that could ac- company block grants. Another area that concerns Ms. Keller is Supplemental Se- curity Income, including federal subsidies provided to disabled children whose parents' income falls below a certain level. Al- though these subsidies don't af- fect JARC clients, funding to these children could be reduced. Ms. Keller believes the subsidy prevents children from institu- tionalization, which ultimately costs more, she said. "I'd like to see my voice help people understand what happens with policy once it gets down to agencies and clients," Ms. Keller said. "It's hard to say what impact people advising the pres- ident will have with a Republi- can-controlled Congress."
