Ben Gilman, R-N.Y., the power- ful head of the House Interna- tional Relations Committee. The plan called for a drastic overhaul of the entire foreign aid bureaucracy, along with signifi- cant cuts in aid to developing na- tions around the world, and especially to Africa, provisions that enraged African-American legislators. At an urgent meeting last week, Jewish lawmakers decid- ed to support their traditional po- sition that the overall aid program, and not just aid to Is- rael, is a matter of vital national interest. When all was said and done, most of the Jewish mem- bers decided to go along with their black colleagues, not with AIPAC and the Republicans. And that meant that the GOP leadership did not have enough votes to pass the measure. The vote, scheduled for just before leg- islators left for their Memorial Day holiday, was postponed. "There are some good things in it, including aid to Israel," said Rep. Eliot Engel, D-N.Y. "But the bill itself shrinks foreign aid to an unprecedented level. I'm con- vinced it's part and parcel of the new Republican isolationism." `They did what they had to do," he said. "Gingrich probably toldthem that the bill contained full funding for Israel — and that he expected them to support it as they have in the past. But some of us took a longer term perspec- tive."
