Mr. Arafat, essentially a free ride
since Mr. Arafat has not had to
fear Israeli military attacks on
his home base. In any final peace
settlement, however, Mr. Arafat
either would crack down on the
terrorists — something he is al-
ready committed to under the
May 4, 1994, Cairo agreement —
or face massive Israeli retaliation
that would doom any hope for a
viable Palestinian state.
In sum, if Mr. Rabin regains
the initiative in his dealings with
the PLO, Israel stands to move
ahead in the peace process, and
Mr. Rabin is likely to greatly im-
prove his chances for re-election
in 1996.0
Israelis Enter
Gaza Area
Jerusalem (JTA) — For the first,
time since the start of Palestin-
ian self-rule last May, Israelis
have been granted permission to
enter the Gaza self-rule area.
The head of the Southern
Command, Maj. Gen. Shaul Mo-
faz, said Israelis would be able to
enter the autonomous area on
condition that they coordinate
ahead of time with the Coordi-
nation and Liaison Administra-
tion at the Erez checkpoint
separating Israel from Gaza.
With the transfer of autonomy
to the Palestinians last year, the
then-head of the southern com-
mand, Matan Vilnai, issued an
order barring Israelis entrance
to Gaza — with the exception of
Jewish residents of the area, the
Isreali daily Ha'aretz reported.
The new directive is intended
to make it easier for Israeli con-
tractors and businessmen to
maintain ties with their Pales-
tinian counterparts in Gaza.
Hamas Arsenal
Is Discovered
Jerusalem (JTA) — Palestinian
police found a cache of arms be-
longing to the Hamas funda-
mentalist group in a building in
the Gaza Strip.
The arsenal — hand grenades,
ammunition, forged Israeli iden-
tity cards and electronic equip-
ment, apparently for making
bombs — was hidden in a corn-
partment in a chicken coop.
Meanwhile, Palestinian offi-
cials denied reports that Pales-
tine Liberation Organization
leader Yassir Arafat was the tar-
get of an assassination attempt.
Earlier news reports that a
bomb had been placed in Mr.
Arafat's Gaza City office and then
safely dismantled were false.
