The incidence of rabies in Is- -
rael has continually been on the
increase. The creation of a
healthy, stable population of vac-
cinated animals, achieved by dis-
seminating the oral vaccine, is
the only method proven effective
in halting the spread of rabies.
In CHAI's long struggle to
eliminate the poisonings, one
justification often given for con-
tinuing them was that even if Is-
rael used the vaccine, rabid
animals would continually cross
the border from Jordan into Is-
rael. The peace treaty with Jor-
dan makes possible the
coordinated humane vaccination
program.
"We hope that once the vac-
cine has been disseminated and
proven as successful in control-
ling rabies in Israel as it has
been in Western Europe, the
mass poisonings will finally come
to an end," Ms. Natelson said.
"We are gratified that Israel is
taking an important step toward
that goal."
