Henry Cisneros

In recent weeks, Mr. Cisneros
has met with representatives of
the World Jewish Congress, the
American Jewish Congress and
B'nai B'rith; the Anti-Defamation
League expects to meet with the
beleaguered cabinet official in a
few weeks.
In a series of letters to Jewish
leaders, Mr. Cisneros conceded
that Jewish groups have a point
when they characterize the black
Muslim organization as a hate
group — and when they complain

He indicated that the depart-
ment is checking out reports of
"audit discrepancies" in the Bal-
timore Housing Authority's use
of security services at several
housing projects; HUD, he said,
is also investigating the question
of whether the Nation of Islam
security agencies complied with
state licensing requirements.
But Mr. Cisneros' flurry of let-
ters may not be enough to placate
Rep. Peter King, R-N.Y., who has
introduced controversial legisla-
tion that would ban federal con-
tracting with hate groups.
"If we don't receive all the in-
formation we have requested
(about the contracts) we will have
new hearings," Mr. King said re-
cently.

AIPAC Draws
Top Leaders

Political analysts look to the an-
nual American Israel Public Af-
fairs Committee (AIPAC) policy
conference, and the congression-
al and administration leaders
who descend on the assembled
activists, as measures of the
health of the pro-Israel move-
ment.
By that standard, this year's
conference, scheduled for May 6-
9, will reveal a robust pro-Israel
lobby that has not lost its knack
for attracting political heavy-
weights, despite recent changes
in the climate for pro-Israel lob-
bying.
Headlining the session will be
Israeli Prime Minister Yitzhak
Rabin and President Bill Clinton
— the first time a sitting presi-
dent has addressed the pro-Israel
lobbying organization. Clinton
appeared at the 1989 AIPAC ex-
travaganza when he was gover-
nor of Arkansas.
The White House has
promised that Mr. Clinton will be
present when Mr. Rabin gives
his speech, a deliberate signal
about the unusually positive re-
lationship between the two coun-
tries these days.
The AIPAC gathering will also
include speeches by Sen. Major-
