Clients of both JFS and Re-
settlement will not notice a dif-
ference once the merger takes
place. There will be no changes
or cutback in services. The merg-
er will not impact Allied Jewish
Campaign dollars allocated to
Resettlement Service and JFS by
the Jewish Federation of Metro-
politan Detroit, said Judah
Isaacs, Federation's senior plan-
ning associate. "As long as the im-
migration wave continues,
resettlement dollars will be ear-
marked for resettlement."
Last year, Resettlement Ser-
vice began closing files of emigres
after they have been in the Unit-
ed States for more than one year.
Under the previous system, Re-
settlement workers kept cases
open indefinitely.
New Americans, who needed
more than a year's worth of as-
sistance, worked with a JFS post-
resettlement worker. In many
cases, the client was referred
to resources at JFS or other
agencies.
Immigration peaked in 1989
but Soviet Jews continue to come
to the United States. Last year
Resettlement Service assisted
529 new Americans.
"To assume the resettlement
process is over in a year is not a
reality," said Betsy Winkelman,
Resettlement Service president.
"There was such a focus on the
exodus, organizations didn't think
about what would happen once
the people were here. Now they
are here and they aren't leaving.
The mission has changed from
advocating to get them out of the
former Soviet Union. Now, we are
playing catch-up in terms of
integrating them into the com-
munity.
"A great number (of emigres)
become clients ofJFS and blend-
ing the agencies allows us to
bring together our areas of ex-
pertise."
Currently, emigres who later
seek the services ofJFS have new
files opened. The merger will al-
low client information to be trans-
ferred between departments.
Detroit is the only community
that operates its Resettlement
Service separate from its Jewish
Family Service, Mr. Goodman
said. A third agency, the Jewish
House of Shelter, a program that
provides lodging for Jewish tran-
sients and operates as a separate
entity while its functions are as-
sumed by JFS, will be incorpo-
rated in the merger. The shelter,
an Allied Jewish Campaign re-
cipient, will continue to serve
transient clients.
Founded in 1902, the Jewish
House of Shelter originally began
as a lodging place for poor Jews.
The Federation Board of Gov-
ernors will ratify the decision at
the end of this month and the
merger of all three bodies will be
officially acknowledged at the
agency's annual meeting in
June. ❑
