Syrian President Hafez As-
sad, according to some ob-
servers, has backed away from
serious negotiations with Israel
in part because of the arrival
of a new Congress that has
signaled its unwillingness
to provide economic incentives
for him to make peace with Is-
rael.
Jewish groups opposed to the
Syrian-Israeli talks have en-
couraged that tough position;
groups that support the peace
process have not been active
enough on Capitol Hill to en-
courage congressional expres-
sions of a more moderate point of
view.
The Israel Policy Forum
(IPF), a group created to support
the policies of the current gov-
ernment, has recognized that
imbalance; the group's Capitol
Hill mission last month repre-
sented the first step in giving
Congress a more realistic
view of the Jewish community's
positions on the Middle East
talks.
But the fact remains that from
a pro-Israel perspective, Capitol
Hill remains largely the domain
of the Right — a fact that could
have serious implications for the
faltering peace process. ❑

are eager not to be identified too
closely with a government that
could be replaced by Israeli vot-
ers.
So they support the peace
process — but they cannot pro-
vide the passionate, focused ad-
vocacy of opponents.
The stakes are high: congres-
sional perceptions can have a big
impact on the faltering peace
process.
The law allowing American
aid to the PLO must be renewed
in June; already, groups hostile
to the peace process are making
the argument that most Jews op-
pose PLO aid because of Yass-
er Arafat's poor record in
combating terrorism. A vote to
add new strings to American as-
sistance, they suggest, would be
a political bonus shot for legis-
lators — an easy vote, political-
ly cost free.
Israeli officials worry that any
new slowdown in American aid
for the Palestinian autonomy ex-
periment could damage the peace
process. But so far, at least, op-
ponents in the impending debate
are far more visible than sup-
porters of the Israeli government
position.
