f there's one thing Washing-
ton has in abundance in this
pinched new era, it's an army
of Middle East experts — or at
least people convinced that some
glib slogan or simple article of
faith can explain this densely
complex community of nations.
But in recent weeks, even the
self-styled experts have been at
a loss for words. On the Syrian
and Palestinian tracks, the daily
headlines ricochet from optimism
to grim pessimism with unnerv-
ing regularity. One day's news
stories are hopeful; the next, hope
is dashed, only to be revived in
endless cycles that leave us more
confused than ever.
But the confusion of the daily
headlines cannot obscure two
facts about the peace talks — and
a growing dilemma for American
Jewish groups. How Jewish lead-
ers here respond to those reali-
ties will have a big impact on
relations between Israel and
American Jewry in the years to
come.
The first underlying fact is
painfully obvious: with Israeli
elections in the offing and the pos-
sibility of an abrupt change in Is-
raeli policy, the window of
opportunity for progress in the
negotiations is rapidly closing.
The Syrian-Israeli track re-
mains stalemated; progress on
the Palestinian-Israeli front has
been set back by bloody terrorist
violence that further ravages Is-
raeli confidence in the Palestin-
ian autonomy experiment.
Israeli public opinion is explo-
sive; no rational observer would
dare predict the outcome of next
year's elections.
The other fact is this: incom-
plete as it is, the peace process has
already produced tangible bene-
fits for Israel. If the current im-
passe cannot be broken, it will be
essential to preserve some of the
gains already made, despite the
enormous pressure to return to a
state of endless confrontation.
The Israeli-Jordanian peace is
beginning to galvanize a new and
productive economic relationship
that will benefit both countries.
Progress in the peace talks has
encouraged dozens of nations to
renew diplomatic relations with
Israel. The Arab boycott has all
but ended; no longer an econom-
ic pariah, Israel is becoming a
force in world markets.
