Russia Makes
Nuclear Deal

Jerusalem (JTA) — Russian For-
eign Minister Andrei Kozyrev has
said Russia's nuclear relationship
with Iran should not be a source
of concern to the Jewish state
since it will be conducted under
the supervision of the Interna-
tional Atomic Energy Agency.
Mr. Kozyrev offered this as-
surance to reporters after hold-
ing meetings here with Prime
Minister Yitzhak Rabin and Pres-
ident Ezer Weizman.
At both meetings, the Israeli
leaders were understood to have
voiced misgivings over Russia's
recently declared intent to sup-
ply nuclear reactors to Iran.
U.S. Secretary of Defense
William Perry also raised U.S. •
objections to the deal during a vis-
it to Russia.
By referring to the interna-
tional controls, Mr. Kozyrev ap-
peared to be at least obliquely
criticizing Israel's refusal to sign
the nuclear Non-Proliferation
Treaty and accept the atomic en-
ergy agency's supervision over its
own nuclear facilities.
The nuclear issue has put a
strain on Israel's relations with
Egypt, which has refused to sign
the 25-year-old treaty when it
comes up for renewal later this
month unless Israel does so as
well.

Spy Satellite
Is Delayed

Jerusalem (JTA) — The failed
launching of an Israeli commu-
nications satellite aboard a Russ-
ian rocket has prompted Israeli
officials to delay the launch of a
spy satellite.
Although the delay has already
cost millions of dollars, Israeli
space officials have decided to
postpone the spy satellite launch-
ing for fear of encountering an-
other failure.
Previous launch dates for the
spy satellite, known as the Ofek
3, have been postponed because
of technical difficulties.
In the attempted launch, the
communications satellite, called
the Gurwin-1, crashed into the
sea in a far eastern region of Rus-
sia shortly after its March 28
takeoff.
The $3.5 million Gurwin-1,
which was built by scientists at
the Technion-Israel Institute of
Technology over a three-year pe-
riod and which was to serve as
a prototype for future communi-
cations satellites, had been
launched on a converted Russian
nuclear missile.
Israel has launched two ex-
perimental satellites, Ofek 1 and
Ofek 2, since 1988. Both report-
edly failed to orbit the Earth prop-
erly.
