tered Israel as well," Mr. Rosen-
berg said.
"And as Israelis steadily pulled
out of the Tel Aviv exchange" —
bringing stock values down by 30-
40 percent the last year — "the
foreigners stayed in, and they
keep coming in, because they
have longer-term interests to
serve."
On a recent visit to Wall
Street, Mr. Plotzker similarly
found that major investment
houses there are upbeat about
the Israel's market, despite the
current nadir, because they tend
to take a longer view, are more
philosophical about ups and
downs, and place more faith in
the positive state of the Israeli
economy.
Besides, if share prices are
low, the Americans say, this is
precisely the time to enter the
market, which sooner or later will
be moving up again.
The view in New York, Mr.
Plotzker summarizes, is that "we
Israelis are simply too eager and
too impatient."
To help revive the market
(though not immediately), and
speed up privatization in the bar-

nounced a generous program. It
will issue vouchers worth $700
to every citizen over the age of 18.
These vouchers will enable their
holders to purchase at a 20-30
percent discount shares in four
or five state-owned companies,
including Israel Chemicals, Zim,
El Al, and the four banks that
were nationalized after their
stocks crashed in 1983.
(Should they decide against do-
ing so, citizens will be able to sell
these options for about $150.)
"Unfortunately, the market
greeted this plan with only mixed
reviews," Mr. Rosenberg said,
"and due to technical difficulties,
the plan may not go into action
until 1996, perhaps even after the
elections."
Meanwhile, the immediate
forecasts for the Tel Aviv ex-
change remain sober. "Foreign
investors are continuing to buy
in, but not enough to replace the
local public, which has signaled
that it's thoroughly fed up," said
Mr. Rosenberg. "Even the outcry
over the high interest rate is ex-
aggerated," he adds. "With all
the moaning and groaning, peo-
ple are still borrowing like they
used to, so it can't be as painful
as they claim. What really
counts," Mr. Rosenberg declares,
echoing the view abroad, "is that
the economy and growth rate re-
