The honor is granted to non- Australians who have con- tributed to strengthening overseas ties with Australia. An international lawyer, Samuel Pisar often speaks about the Holocaust. In 1993, he gave the keynote address at Holocaust memorial commemorations in Sydney and Melbourne. Mr. Pisar was imprisoned in the Dachau and Auschwitz Nazi death camps during World War H. He moved to Australia in 1948 and lived there for five years. He received his law degree from Mel- bourne University. The Canberra Times, the only daily in Australia's capital city, reported that a spokeswoman for Sen. Gareth Evans, Australia's minister for foreign affairs and trade, used that phrase in de- scribing Jewish protest of a gov- ernment invitation to Palestine Liberation Organization official Farouk Kaddoumi. The article identified Aus- tralia/Israel Publications and the Executive Council of Australian Jewry as the organizations op- posed to Mr. Kaddoumi's visit here. Colin Rubenstein, editorial chairman of Australia/Israel Pub- lications, said the article and the headline were "grossly offensive" and represented "an extraordi- nary lapse in standards and judg- ment." Mr. Evans, who defended his invitation to Mr. Kaddoumi and said he did not agree with all of Mr. Kaddoumi's positions, told the Senate that the newspaper headline "ascribing the view to my press spokeswoman of Jew- ish elements 'peddling lies' " is a "wildly inaccurate account of what was said." The Canberra Times has since acknowledged that the words in question were a construction of the reporter and not a quotation of any source.
