The destruction of such a so-
ciety, in the guise of the Repub-
licans"Tersonal Responsibility
Act," suggests movement toward
a less tolerant, less caring coun-
try — the kind where anti-Semi-
tism, racism and every other
bigotry has traditionally flour-
ished.
It would be foolish to suggest
that failures of the welfare sys-
tem should be ignored. But last
week's House vote was not re-
form. It was the first step in un-
doing a system that provides
critical benefits to thousands of
needy Jews and millions of oth-
ers, people who genuinely need
government assistance and im-
migrants trying to achieve the
American dream in a constrict-
ing economy. It represented a po-
litical scapegoating that uses the
least powerful as a target for dis-
content.
And that, Jews have learned
over the centuries, is a particu-
larly dangerous form of political
demagoguery. CI

GOP Viewed
After 100 Days

With the "100 days" — the tar-
get set by the Republican lead-
ership in the House for passage
of their key economic and proce-
dural proposals — almost over,
some GOP legislators are turn-
ing to the conservative social
agenda deferred until now.
Jewish activists have been try-
ing to figure out what Rep. Ernest
Jim Istook, R-Okla, expected to
sponsor the primary constitution-
al amendment allowing school
prayer, a key promise of the Re-
publican leadership, is up to.

Legislators are
turning to the
conservative social
agenda.

Word is that Mr. Istook plans
a much broader "free religious
expression" amendment de-
signed to protect religious activ-
ity in a much wider range of
public forums — which would be
even more unacceptable to most
Jewish groups.
"It would import the same
problems we anticipate with
school prayer into other situa
tions; it would make it far likeli-
er that the government would
appear to endorse specific reli-
gions," said Richard Foltin, leg-
islative director of the American
Jewish Committee.
Mr. Istook's long-awaited
amendment could be unveiled as
early as this week; Jewish
groups have been doing their
best to convince legislators that
ANY amendment on religion in
public facilities would be a bad
idea.
