ers' fears are unfounded. His com-
pany, Sko-Car, has no intention
of laying people off, Mr. Shmelz-
er said, adding, 'We plan to hire
an additional 200 employees in
the first year."
Despite its huge debts and the
perilous nature of the industry,
Israel Shipyards will go on build-
ing and repairing ships, he says.
"If I didn't believe I could make it
a profitable business, I wouldn't
be buying it," Mr. Shmelzer said.
The workers don't believe him.
They're convinced Sko-Car is pur-
chasing the 100-plus-acre yard
for the real estate value, and that
the hangar, ship repair dock and
assembly shops will be replaced
by "shopping centers and dis-
cotheques." Mr. Lichtenfeld, the
government consultant, dis-
agrees, noting that the terms of
the sale deter Sko-Car from sell-
ing the land. Mr. Shmelzer, for
his part, says he won't be able to
sell the land because he's not
even buying the land, just the fa-
cilities.
In front of the assembled work-
ers, Hanan Erez, chairman of the
socialist Mapam Party, is giving
a speech about how the strike is
"a battle against the privatiza-
tion of workers' rights. You're not
just fighting for yourselves.
You're fighting for all the work-
ers in Israel.
"Remember," Mr. Erez told
them, "no capitalist ever gave
workers their rights as a gift. This
is a battle of nerves."
The men sitting on the bench-
es applauded politely, but they
looked skeptical, and tired. Burn-
ing tires, workers' rights, defiant
speeches — it all seemed
anachronistic.
"These are the last industrial
workers in Israel," said a compa-
ny retiree who came to show his
support. He was exaggerating,
yet there was a clear sense at the
shipyard that contemporary, cap-
italistic Israel had passed these
middle-age government laborers
by, and that their battle, ulti-
mately, was a losing one.O

In Incident

Jerusalem (JTA) — A right-wing
Knesset member was forcibly re-
moved from the Temple Mount
after he tried to pray there
against police orders.
Shaul Gutman of Moledet,
which supports the transfer of
Arabs from Jewish land, was
stopped by police when he tried
to stand in prayer on the Temple
Mount in Jerusalem's Old City.
The incident occurred as Is-
rael's Antiquities Authority re-
jected a Palestinian appeal to
stop excavations around the Tem-
ple Mount.
The authority denied Muslim
officials' claims that the excava-
tions were causing structural
damage to the Al-Aksa mosque.
